Group Submission Suggestion

I've heard this suggestion multiple times since the group platform was launched: being able to change what folder a deviation is being submitted to during the submission process, rather then having to do it later. The folder that the submitter placed the deviation into would be the folder that shows up in the drop down when it's first submitted, then if it needed to be changed an admin would click the drop down (which would have all the folders) and select the appropriate one.

I think this could make things a lot easier for groups to deal with miscats.
